Introduction
The Maryland Higher Education Commission (MHEC),
is seeking an experienced and energetic individual to fill the position of IT
Programmer Analyst Lead\Advance in the IT Unit.

Main Purpose of Job
The
purpose of this position is to provide IT support for existing applications and
development of new ones; support for all aspects of data collections for each
institutional segment, support for the research team and academic affairs;
support for document management activities; and assist with maintaining agency
websites. Based on specifications and requirements, this position is
responsible for designing, developing, testing, implementing, and maintaining
internal SQL-based applications using programming languages such as Microsoft
SQL, VBScript, and SQL Server Reporting Services (SSRS) for report generation.
Other types of applications to support include MS Access database systems that
meet a specific need, build custom forms, and prepare reports. In addition,
this position manages data collections, monitors data and surveys, and acts as
liaison with staff and institutions. Finally, this position provides desktop
support for agency users as needed.
POSITION DUTIES
The
purpose of this position is to provide information technology support for
existing database applications and development of new ones; support for all
aspects of annual data collections for each institutional segment; provide
support to internal research team and academic affairs; support for document
management activities; assist with maintaining agency websites; and support
system modernization.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
Notes:
1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.
2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.
3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.
4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.
5.
Candidates may substitute U.S. Armed Forces military service experience as a
commissioned officer in Computer Systems Programming classifications or
Computer Systems Programming specialty codes in the Information Technology
field of work on a year-for-year basis for the required experience and
education.
SELECTIVE QUALIFICATIONS
Candidate MUST possess at least two years of experience using SQL
Server v12.0 or 16.0.
DESIRED OR PREFERRED QUALIFICATIONS
Desirable Qualifications:
Experience planning, designing, building, implementing and maintaining IT systems, MS Access relational databases, and data security.
Experience using programming languages such as MS structured Query Language (SQL) and VBscript in a database environment.
Experience using SQL Server Reporting Services (SSRS) to build custom forms and prepare reports in a database environment.
Experience with SharePoint platform for website editing.
Experience
with Power BI.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
For education obtained outside the U.S., a copy of the
equivalent American education as determined by a foreign credential evaluation
service must be provided prior to hire.
SPECIAL REQUIREMENTS
Employees in this classification may be subject to call 24
hours a day and, therefore, may be required to provide the employing agency
with a telephone number where the employee can be reached. Employees may be
furnished with a pager or cell phone.
