Main Purpose of Job

The IT Programmer Analyst is responsible for monitoring/maintaining the MVA voter registration process and Voter Services online (web-based) services on a daily basis. Detailed oversight of the statewide voter registration system (MDVOTERS) and AdHoc database. Ensures data uploads from external systems (DHS, DHMH, JIS) have been performed. Assist with various voter registration related technical needs; running both ad hoc and predetermined queries and reports for the Voter Registration division and other departments as needed. Assist with UAT specialist with acceptance testing, and mock elections requirements. Review application code provided by the MDVOTERS application team; troubleshoot software bugs, and other data/technical related duties as needed. The IT Programmer Analyst is to acquire knowledge of the MDVOTERS database structure and functioning to ensure continuous operation and improvements to the database. In addition the IT Programmer Analyst must learn the Voter Registration division’s business process to support the information/data requirements of the division and SBE. The position reports to Director of Software Development; however, the Voter Registration Director may assign work to the Database Specialist. Work assignments are completed according to the priorities set by the Director(s). General supervision is provided, depending on the complexity of the specific task assigned. The IT Programmer Analyst is subject to 24 hours a day (on call) and must be available to work on evenings, weekends, and holidays on an as needed basis. For this reason, the IT Programmer Analyst is required: (1) to provide the State Board of Elections (SBE) with a telephone number where the employee can be reached at any time; (2) to maintain a current driver’s license; and (3) to pass a criminal background check prior to being given access to voter data.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

 Experience: Two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

 1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

 2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

 3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credits from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

 4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

- Six years experience working in the capacity of a Database Specialist

- Four years experience working with Microsoft SQL Server

- Four years experience working with SQL and SQL *Plus to develop queries

- Ability to perform snapshots of the database

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.
