Main Purpose of Job

This position works as the Data Analyst for the Report Development Team.  The team enables stakeholders with actionable insights via collating pertinent data points across multiple data sources into executive level summaries, dashboards and detailed reports both for senior leadership as well as operational teams on ground through advanced analytical tools, predictive models, proactive resolution of any anticipated data issues before it occurs and end to end integrated testing as applicable.

Job duties include:

  • Provide executive level insights on overall COVID Vaccination program performance to MDH leadership team through the development of summary level dashboards and reports;
  • Provide operational level insights on overall COVID Vaccination program performance to MDH operations team through the development of detailed reports with key metrics;
  • Gather business requirements and decompose functional specifications into requirements backlog;
  • Conduct sprint planning sessions with stakeholders to activate sprint plans;
  • Identify key risks and blockers and develop mitigation plans to derive optimal solutions and enable stakeholders with right data points to drive actions;
  • Apply thought leadership to develop a reporting reference architecture with enhanced Customer Experience (CX) for ease of consumption by different stakeholders;
  • Develop a QA playbook with detailed validation steps to identify deviations and mitigate and reconcile data discrepancies;
  • Employ continuous improvement through iterative roll outs for an expedited GTM;
  • Develop Point of Views (POVs) on various data analysis and Extract, Transform, Load (ETL) tools to drive automation;
  • Achieve data solutioning alignment via coordinating with cross functional and 3rd party teams such as CRISP, PrepMod, Salesforce FEMA, CDC, DoIT. Gainwell technologies; and,
  • End to end integrated testing of reports and data flow.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.

Experience: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.

Notes:

1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.

2. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education.

3. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required education.

4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education. 

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Employees may be furnished with a pager or cell phone.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
