Introduction

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide EMS system in accordance with Maryland statute and regulation. This includes planning, operations, evaluation, and research. In addition, MIEMSS provides leadership and medical direction, conducts and supports EMS educational programs, operates and maintains a statewide communications system, designates trauma and specialty centers, licenses and regulates commercial ambulance services, and participates in EMS-related public education and prevention programs.

MIEMSS provides the executive support for the EMS Board in reviewing and approving the budgets for agencies receiving funds from the EMS Operations fund, developing and promulgating regulations and protocols, proposing EMS system legislation, licensing/certifying and disciplining EMS clinicians, and conducting other EMS Board business. MIEMSS also provides the administrative and staff support for the Statewide EMS Advisory Council (SEMSAC) and five EMS regional councils.

Main Purpose of Job

The Associate Regional Administrator works under the direction of the Regional Administrator and serves as a project and program manager for their assigned MIEMSS Regional Office. The Associate Regional Administrator is tasked with assisting in the coordination and development of the regional pre-hospital, trauma care, and specialty care systems. Additionally, the incumbent manages projects and programs related to the coordination of the prehospital care, trauma care, and specialty care system emergency preparedness program for their responsive region. During crisis situations that impact the emergency medical services system the Associate Regional Administrator is tasked with performing emergency response to coordinate planning or operational efforts. The Associate Regional Administrator may be tasked to lead projects of regional or state-wide significance related to emergency medical services systems.

POSITION DUTIES

Advises EMS operational program leadership on quality management measures

Develops initiatives to improve development of regional emergency medical services resources

Conducts analysis of EMS organizational strengths, weaknesses, opportunities, and threats

Conducts emergency vehicle inspections in accordance with the MIEMSS Voluntary Ambulance Inspection Program

Advises partner organizations on the capabilities and role of regional emergency medical services programs

Assists in the development of EMS specialty services (i.e.: Tactical EMS, Wilderness EMS, mobile integrated healthcare, etc.)

Assists with the design, development and delivery of regional EMS training

Provides staff support to Regional EMS Advisory council and its committees

Ensures MIEMSS is represented at appropriate jurisdictional fire service and EMS meetings

Implements and manages MIEMSS program and special projects at the regional and/or state levels

Facilitates a collaborative working relationship between partner organization within assigned region

Assists in the administration and oversight of the distribution and execution of grants related to EMS planning and operations

Coordinates and assists in the development of the regional trauma and specialty emergency care system

Assist in the administration of the regional pre-hospital, trauma, and specialty care emergency preparedness program

Assists MDH with hospital preparedness planning and coordination efforts

On call 24/7 to respond to significant emergency incidents, staff the State EOC, and assist with Intra and Interstate mutual aid response to represent MIEMSS and assist in resource coordination with first responders

Schedule and/or proctor certification/license exams, as necessary

Other duties as assigned or requested

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of administrative experience in a health, emergency medical services, public administration, public safety or related field.

Notes:

1. Candidates may substitute additional administrative experience in a health, emergency medical services, public administration, public safety or related field on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Emergency Management classifications or Emergency Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience developing, implementing, or evaluating health care or emergency medical service programs

Current Maryland Paramedic license, Paramedic for Maryland certification, or a National Registry certification as an EMT or AEMT

Experience serving in a leadership role in a public safety EMS agency

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification must possess a Maryland Emergency Medical Technician (EMT) certification, a Cardiac Rescue Technician (CRT) certification, or a Paramedic certification or obtain one of the above certifications within one year of appointment.  Employees must maintain the certification as required by the Maryland Institute for Emergency Medical Services.

3. Employees in this classification may be required to provide the agency with a telephone number at which they can be reached, or carry an electronic pager.
