Main Purpose of Job

This position assists the Director of Nursing/Director of Health Services in direction and management of the Howard County Health Department's Bureau of Health Services, including Maternal and Child Health, Immunizations, School Based Wellness, Reproductive Health & Family Planning, Women, Infant and Child (WIC) Supplemental Nutrition Program, Tuberculosis Control Program. This position assists the Director of Nursing in public health nursing efforts, including guidance of nursing practice, workforce development and annual competency assessment and skills proficiency. Additionally, this position serves on the HCHD Incident Management Team.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in nursing or a related field from an accredited college or university.

Experience: Three years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or two years of experience as a Community Health Nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.

Notes:

1. Candidates may substitute a Bachelor’s degree in nursing or a related field and four years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity for the required education and experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

- One year of Nursing Administration including managing and supervising staff, overseeing schedules, implementing and monitoring quality standards
- Excellent communication skills (verbal and written)
- Ability to analyze data
- Proficient in Microsoft Office 365
- Experience in Data Management in a health setting
- Experience developing, reviewing, implementing, and evaluating nursing services
- Experience with planning, monitoring, and/or preparing budgets

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4201 Patterson Avenue, Baltimore, Maryland 21215.  A copy of your license or license number should be uploaded on your application.

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

SPECIAL REQUIREMENTS

1. Employees in some positions in this classification are assigned duties which will require examination by a physician. After an offer of employment applicants for such positions will be given a medical examination to certify the ability to perform essential job functions.

2. Employees in this classification may be required to provide the facility with a telephone number at which they can be reached.
