Main Purpose of Job

The main purpose of this full-time contractual position is to support and enhance public health surveillance and detection capacities of the Office of Preparedness and Response by participating in biosurveillance and other drug-overdose monitoring and analysis activities.

This is a 24/7 position. The employee may be called upon to respond for a public health emergency and must be able to provide own transportation.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three (3) graduate courses in Epidemiology and one (1) graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess experience or education in syndromic surveillance and/or working with morbidity or mortality data sets or systems; have familiarity with epidemiologic methods and analysis and can summarize data analysis into reports and presentations; have experience giving presentations of data to a variety of audiences; and have familiarity with and interest in working to address the Opioid Epidemic.

Experience in public health preparedness is also preferred. The candidate should have experience using SAS and/or CITATA statistical analysis software.

SELECTION PROCESS

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
