Main Purpose of Job

The mission of the Maryland Department of Health (MDH)’s Prevention and Health Promotion Administration (PHPA)‘s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to improve the health of Marylanders by reducing the transmission of HIV, STIs and Viral Hepatitis, as well as by helping impacted people live longer and healthier lives. We work in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, in order to provide public health leadership in the prevention, control, monitoring, and treatment of these infectious diseases.

In partnership with other IDPHSB offices and centers, as well as with impacted communities and public and private sector partners, the Center for HIV Prevention and Health Services (CHPHS) develops, funds and evaluates HIV prevention and health services. The Center also provides training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those services.

This position will manage all stages of the monitoring and evaluation of HIV Prevention and Health Services programs, in collaboration with other Program Evaluation Division members. This position will also analyze statewide data, in order to describe trends and evaluate changes in HIV prevention and health services outcomes.

Finally, based on analyses of evaluation data, this position will recommend programmatic changes, in order to enhance the effectiveness of HIV Prevention and Health Services programs across the State of Maryland. This position will report to the Chief of the Program Evaluation Division in the Center for HIV Prevention and Health Services’ Program Improvement Unit.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in the field of Public Health from an accredited college or university, with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Science classifications, or Clinical Lab, Medical Scientists or Bio Medical Lab Officer specialty codes in the health research field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience with epidemiologic and health services data, including surveillance data and electronic health records. He/she should also have experience working with Microsoft Access and/or other relational database systems.  

Additionally, the desired candidate should have professional experience with HIV prevention and health services, as well as experience using the Tableau data visualization software. Finally, the desired candidate should have knowledge of the SAS statistical package.
