Introduction

The Department of Budget and Management (DBM), is seeking an experienced and energetic individual to fill the position of Procurement Manager I in the Division of Finance and Administration.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position serves as the DBM Procurement Manager. The position partners with and supports the DBM Contract Administration Division (CAD) by performing tasks in all phases of the procurement process. Additionally, the position will work with the Department of General Services on a variety of tasks relating to complex contracts within DBM’s purview

POSITION DUTIES

The position will perform duties including but not limited to the following:

  • Interpreting and applying procurement laws, regulations, policies, and procedures;
  •  Determining basis for awards and evaluation criteria;
  •  Developing contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws, and regulations;
  • Managing the advertisement of procurement opportunities, distributing specifications to vendors, conducting vendor conferences,  and receiving and securing bids or proposals, and overseeing the evaluation process and contract award;
  •  Preparing minutes of pre-bid/pre-proposal conferences, addenda to Requests for Proposals (RFP)/Invitation for Bids (IFB) and answering written questions from potential bidders and offerors;
  •  Providing testimony in bid protest disputes;
  •  Working in partnership with CAD staff, evaluates contractor’s performance against terms and conditions of contracts and recommends corrective action, such as the application of damages, withholding of payment or termination of contract;
  •  Confers with Office of the Attorney General regarding bid irregularities, contract disputes, protests, vendor compliance or appeals and Public Information Act requests;
  •  Verifies Certificates of Insurance, Bonds, and references for compliance with contract requirements, as well as Minority Business Enterprise (MBE) participation; and
  •  Works closely with the Office of State Procurements, Department of General Services, on numerous complex Statewide contracts managed by the Department of Budget and Management.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university. 

Experience: Two (2) years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations, and policies.

Notes:

1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for up to four years of the required education.   

2. Candidates may substitute the following written certifications, obtained through passing an examination, for the required education: Certified Purchasing Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

Previous State of Maryland procurement experience at the professional level.

Expert knowledge of and Experience applying the Code of Maryland Regulations (COMAR) for the purpose of performing tasks in all phases of the procurement process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.
