Main Purpose of Job

This position is responsible for ensuring the Procurement helps the agency to meet its overall mission by procuring the services and commodities that AACODSS need on a timely basis with as few problems as possible. Responsible for the supervision of assigned staff in the information, development and monitoring of contracts and procurements. 

The Office of Procurement and Contracts is responsible for the acquisition of all goods and services for the Anne Arundel County Department of Social Services. It is the mission of the Office of Procurement and Contracts to provide control over the AACODSS procurement process by executing effective, efficient, and uniform methodologies that ensure compliance with all federal and state regulatory requirements. The Office of Procurement and Contracts promotes competition in all solicitations and encourages participation from Minority and Women-owned Business Enterprises (MBE/WBE), Section 3 and Resident owned Businesses.

POSITION DUTIES

Provide effective, efficient, and timely delivery of program services and processing of procurement needs. Initiate and approve requisitions and purchase order in FMIS. Create responses to special correspondences and handle special assignments and problems as responses to inquiries and bid protest. Research and evaluate commodity areas and make recommendations. 

Provide direct supervision to Contract Procurement Specialist. Assign tasks and responsibilities to staff to ensure that contract vendors are providing services and meeting proposed performance outcomes based on approved contract agreements with AACODSS. Edit and review the performance of Contract Procurement Specialist activities related to the development of formal and informal RFPs, IFB's RFQ's as well as resulting contract management responsibilities, which includes modifications, renewals, and other actions. 

Provide direction and assist Program Managers in preparation of contract specifications including performance and deliverable standards, payment terms, contract management elements and elevation criteria in services. At all times, the incumbent will provide customer service to both internal and external customers that meets or exceeds the standards set by the Department.

MINIMUM QUALIFICATIONS

EDUCATION:   A Bachelor’s degree from an accredited college or university.

EXPERIENCE: Two years of experience in contract management or procurement involving duties such as : soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

NOTES:

1. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience writing specifications to procure products. 

One year of experience soliciting bids and reviewing and approving proofs and/or samples received from companies. 

One year of experience performing fiscal and procurement-related activities for a State agency, including experience using the Financial Management Information System (FMIS). 

One year of supervisory experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.  For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
