Main Purpose of Job

This position will oversee the Division of Federal Tobacco Enforcement Initiatives (FTEI) in the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Tobacco Prevention and Control (CTPC). The Statewide Food and Drug Administration (FDA)'s Tobacco Enforcement Program and the Statewide Synar Tobacco Compliance Program are two programs which are also within the CTPC.

This position will serve as the State Program Coordinator and act as the primary point of contact for the FDA Tobacco Enforcement Program. This position will also direct overall activities associated with the implementation and monitoring of the Substance Abuse and Mental Health Services Administration (SAMHSA)'s federally mandated Statewide Synar Tobacco Compliance program efforts. The federal Synar program supports public health measures through the provision of health education and through compliance checks, in order to reduce underage access to tobacco products. This is a requirement for receipt of SAMHSA’s Substance Abuse Prevention and Treatment (SAPT) Block Grant funds.

The FDA Tobacco Enforcement Program implements statewide checks, education and enforcement of tobacco retailers, in order to ensure that tobacco is not being sold to patrons under the age of 21. This position will be responsible for personnel actions regarding FDA Commissioned Officers, Synar Inspectors, and FDA and Synar Underage Purchasers. This position will also provide direct supervision to the FDA Backup Program Coordinator and Synar Program Coordinator, who will assist with day-to-day program oversight.

By interpreting and applying federal and State laws and regulations, this position will ensure that all Officers, Inspectors and Underage Purchasers are compliant with FDA and Synar training requirements; pass federal online training exams; and, receive FDA commissioning credentials, as necessary, before conducting inspections. Additionally, this position will serve as a Commissioned FDA Officer and, therefore, will participate in retailer inspections, in order to ensure program adherence to FDA and Synar regulations.

Furthermore, this position will work cooperatively with other units within CTPC, as well as with other State and local agencies, health departments, and community-based organizations, to develop and implement evidence-based policies, procedures and programs which address reducing youth access to tobacco products. Finally, this position will be responsible for writing, submitting and managing relevant grant applications, budgets, and all required reporting related to the FDA enforcement contract and Synar program requirements. This position will also be expected to work closely with internal State support offices.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and four years of which must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience managing and planning programs, as well as experience managing grants and issuing contracts and/or procurements. He/she should also have experience working with budgets and tracking expenditures.

Additionally, the desired candidate should have experience tracking detailed databases and ensuring data accuracy. Lastly, the desired candidate should have experience working in tobacco control or a closely related field, including a public health program, organization, etc. that focuses on reducing youth access to tobacco products.
