Main Purpose of Job

The Maryland Department of Health (MDH)'s Maternal and Child Health Bureau (MCHB) seeks a dynamic, detailed-oriented, and equity-focused Maternal Health Program Manager to provide leadership, strategic planning, managerial oversight, and policy development and analysis for a large body of work that improves maternal health outcomes and eliminates disparities; ensures a comprehensive, systematic and accountable approach to improving maternal health through a coordinated and collaborative approach to the work of maternal and child health programs and initiatives; and, manages and directs activities, in collaboration with other MCHB programs, community partners, health care providers, and other State of Maryland agencies.


The mission of the MCHB is to promote and improve the health and well-being of women, children, and families, in order to eliminate inequities and improve outcomes in Maryland. Our initiatives strive to strengthen and support the Maternal and Child Health system of care, in order to ensure the availability and accessibility of high-quality preventive, primary, and specialty care services.


This position will oversee the Maryland Maternal Health Strategic Plan that is currently in development. This position will manage and evaluate initiatives focused on maternal mortality and morbidity prevention, including the Statewide Integrated Health Improvement Strategy, Maternal Mortality Review, and 'Thrive by Three,' a care coordination and prenatal program for pregnant people. This position will also help to develop additional sustainable initiatives, in order to eliminate maternal disparities and improve maternal health, particularly for Black, Indigenous, and People of Color (BIPOC).


Additionally, this position will facilitate and staff several key committees and/or taskforces, such as the Maternal Health Improvement Program Taskforce (MHIMT) and the Maternal Mortality Review Stakeholder Committee (MMRSC). Furthermore, this position will oversee the SIHIS MCHB Coordinator and partner with the Infant Health Program (IHP). Finally, this position will work closely with the Title V Manager to ensure that activities and planning are reflected in the annual Title V application, as well as with other partners.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in Health Services professional clinical or administrative services, in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with strategic planning and developing grants. He/she should also have experience managing projects and performances, as well as experience writing reports.


Additionally, the desired candidate should have experience managing both federal and non-federal grants, along with experience analyzing policies. The desired candidate should have at least a Master’s degree in Public Health.
