Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA) is to protect, promote and improve the health and well-being of all Marylanders and their families through the provision of public health leadership, as well as through community-based public health efforts, in partnership with Local Health Departments (LHDs), providers, community-based organizations, and public and private sector agencies, with special attention to at-risk and vulnerable populations. The Infectious Disease Prevention and Health Services Bureau (IDPHSB) responds to the syndemics of STI, HIV, Viral Hepatitis, and drug use. HIV prevention and care services, along with the Maryland AIDS Drug Assistance Program (MADAP) and the surveillance, monitoring, prevention, treatment, and programming for both Viral Hepatitis and STIs, are included in the IDPHSB portfolio.

Additional units in the IDPHSB include our Office of Faith and Community-Based Partnerships, which manages our Statewide HIV Planning Group, and our Center for HIV/STI Integration and Capacity, which manages all workforce development and training needs in the State of Maryland, as well as the deployment of our integrated behavioral health interventions. In 2019, MDH established a new Center for Harm Reduction Services within the IDPHSB, which includes opioid crisis response, naloxone distribution, syringe services, and overdose prevention training and certification.

The Center for HIV/STI Integration and Capacity (CHSIC) provides education, consultation and technical assistance to the infectious disease, primary care, and harm reduction workforce throughout Maryland's local jurisdictions, community-based organizations, and other public and/or private entities. CHSIC also develops and manages all social marketing efforts around infectious disease awareness, prevention, and care services. CHSIC is charged with sexual minority engagement and mobilization, including the management of two formal response teams that gather and apply insight from Marylanders at various stages in the process of program planning and development. One of these response teams focuses on transgender and gender non-binary issues, while the other focuses on issues affecting gay, bisexual, and same-gender loving men. Lastly, CHSIC oversees the HIV set-aside in SAMHSA’s Substance Abuse Prevention and Treatment Block Grant (SABPTG) to the State of Maryland through an agreement with the Behavioral Health Administration (BHA). With this funding, CHSIC sponsors HIV testing and assertive linkage to prevention and care services. 

This position will coordinate initiatives, in order to implement routine HIV screenings in all clinical and non-clinical settings within the Ending the Epidemic (EHE) named jurisdictions, both current and future. This position will also manage bureau relations with external and internal accrediting bodies and oversight entities; participate in all EHE routine testing initiatives; oversee any resulting contracting from related activities and priorities; and, establish protocols, including the monitoring and evaluation for universal HIV screening. 

Additionally, this position will develop protocols and navigate clinical support for infrastructure solutions, in order to support the adoption of universal HIV screening. This position will contribute to the development and operationalization of plans and strategies, in order to help ensure timely and broad access to innovative approaches to routine screenings and testing amongst priority populations and geographic areas. 

Finally, this position will work closely with the interprofessional EHE Project Team; Maryland's local jurisdictions; community-based organizations; and, other public and private entities, in addition to MDH and Bureau leadership, to ensure the timely, high-quality, and budget-compliant execution of workplans, proposals, data analytics, reports, and compelling access communications.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years of professional experience in health services, three years of which must have been in health services professional clinical or administrative services, in areas other than Mental Health, Developmental Disabilities or Addictions, and three years of which must have been at the managerial or supervisory level.

Notes: 

1. Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field, plus an additional year of professional experience in health services, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Health Services Administration specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience implementing programs, as well as experience monitoring and evaluating HIV screenings.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
