Main Purpose of Job

The Human Services Administrator II position functions as the Program Manager for the Senior Care Program, a state funded grant program.

POSITION DUTIES

Ensure compliance in accordance with state statute, regulations, and other established policies and procedures;

Maintain program, fiscal, and data tracking dashboards;

Draft grant application documents and approve applications submitted by the local area agencies on aging.

Provide oversight of local program manager goals and activities, including the approval of local program expenditures;

Act as the subject matter expert, providing technical assistance and training to local program managers, stakeholders, and the public;

Participate in monitoring local programs for compliance and quality assurance;

Maintain performance measures data in accordance with Managing for Results and other Department goals;

Advise Department leadership on innovations and emerging issues relevant to the program (partnerships, demographic, trends, best practices);

Prepare regular leadership briefings and written reports on regulation, policy, and procedure changes; 

Conduct outreach and education in collaboration with state and local grantees and stakeholders, and assist in the development of marketing materials and website and social media content;

Attend training and conferences, as required, and represent the Department at meetings and events;

Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Seven years of experience in administrative, professional or technical work, two years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at the graduate level at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Maryland’s aging population, aging policies, and public and private programs and services is preferred.

Knowledge of Medicare populations, policies, and programs is preferred.

Two years of experience managing programs including developing policies and procedures, creating and implementing reporting tools, and ensuring sound financial management.

Experience using Microsoft Office Suite and Google mail.
