Main Purpose of Job

This position is to serve as a specialized resource to Executive staff such as Deputy Director, Assistant Director, Program Managers, Unit Managers for adult and child welfare senior management, and Department of Human Services central office staff. The position is responsible for helping those individuals understand the nuances of the agency’s information within the electronic database system by serving both as an adult and child welfare expert. A focus of this position is ensuring that the information in the Child Juvenile & Adult Management System (CJAMS) is reflective of the status of adult and child welfare cases for federal, state, audit findings and local mandates. CJAMS is an application (a computer software package that performs a specific function) being developed as part of the Maryland Total Human-services Integrated Network initiative or MD THINK that will support the Department of Social Services (DHS) and the Department of Juvenile Services (DJS) employees as they provide Child Welfare (CW), Juvenile Services (JS) and Adult Services (AS) to children and families facing a crisis. Certain data that is entered must meet federal/state, audit findings and the L.J vs. Massinga federal court requirements. As it relates to L.J. measurements the person in this position will understand how these measures coincide with other laws and policies. The incumbent will provide review of the data monthly to support quality of the data coincides with the quantity that was reported for all Exit measurements in the LJ consent decree and any federal, state, audit requirements for which this agency is responsible for adult and child welfare services.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of experience managing priorities and reviewing supporting data to ensure continuous quality improvement in a child welfare program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1.  One year of  experience developing and implementing proposals/recommendations to improve program performance and data input.

2.  One year of experience providing reports and status updates regarding program compliance.

3.  One year of experience with Microsoft Office Suite.

4.  One year of experience making decisions regarding how to resolve issues concerning various federal, state, and local laws, policies and audit findings.
