Introduction

The Maryland Department of Planning (Planning) promotes a vision for economic development, flexibility and local authority throughout Maryland. The agency helps Maryland's counties and municipalities in land use and resource planning and provides review and technical assistance on a variety of planning topics. In addition, Planning offers data, analysis and research assistance and policy development and implementation support to local governments as well as communities, businesses and other organizations.

As Planning monitors and forecasts changes in development and land use throughout the state, its staff creates tools that help plan Maryland's future. Information on demographic, socio-economic, political, cultural, geographic and land-use trends is collected, analyzed, and distributed in multiple formats. Planning supports interactive, web-based map display of census data, land-use, parcel data and aerial imagery to assist local government growth and land-use planning decisions.​

POSITION DUTIES

This position is responsible for all management and development activities related to Planning’s State Department of Assessments and Taxation-derived Parcel, Sales and Computer Assisted Mass Appraisal (CAMA) datasets. Street address review and cleanup activities are performed in support of these datasets, as well as street address preparation for the Census Bureau’s Local Update of Census Addresses (LUCA) program, the Federal and State Cooperative for Population Estimates (FSCPE) Count Review program and the MdProperty View-based portion of the composite geocoder included in the state online Address Lookup service maintained by DoIT. Provide data layers, data and product documentation, and reports in support of updates to Planning’s parcel data products and data provided by Planning hosted on MD iMAP. Support various activities related the agency’s participation in the Census Bureau’s LUCA program, the FSCPE Count Review Program and related to Planning’s role as support agency to the Governor’s office during the decennial Census. Provide data in support of the Department’s annual Managing for Results (MFR) report. The position supports the Administration’s interest in providing essential planning data, information, and analysis, and facilitating the real property assessment process with computerized geo-spatial planning tools.

Manage and develop database standards, modules, and workflow procedures in support of the ongoing development of Planning’s State Department of Assessments and Taxation-derived Parcel, Sales and Computer Assisted Mass Appraisal (CAMA) enhanced GIS datasets for use by Planning, other State agencies, local governments, and the private sector.  The data will be used in various Planning data products such as MdProperty View, FINDER Quantum, and FINDER Online.

Edit, author, and otherwise prepare user documentation for the MdProperty View, FINDER Quantum and FINDER Online products.

Perform review and cleanup of source street address data received from the State Department of Assessments and Taxation in support of MdProperty View/FINDER Quantum/FINDER Online and the Statewide Parcel Geocoding product module.

Provide database design/development/production and documentation to support the creation of MdProperty View-based address datasets and related documentation for the State Data Center in connection with the U.S. Census Bureau Local Update of Census Addresses (LUCA) program. Provide data in support of Planning’s annual FY Managing for Results (MFR) report.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Two years of work experience with cadastral data.

2. Two years of work experience with database management.

3. Two years of work experience with GIS software.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
