POSITION DUTIES
An IT Programmer Benefits Analyst Lead/Advanced is the lead or advanced level of position providing technical and functional support for the Statewide Personnel System (SPS) Benefits, a comprehensive enterprise information technology system comprising Workday (employee benefits data information and transactions), Benefits billing system and SQL Server & Excel-based subsystem. This is Benefits applications work supporting multiple functions such as benefits eligibility & administration, benefits insurance providers & other State’s internal systems integrations, and associated business processes. Employees provide expertise and guidance in the business processes that support the applications and integrations; ensure data integrity, testing of system changes, report writing and analyzing data flows for process and system improvement opportunities using existing or new products; implementing new systems and/or upgrading the existing systems; and support system upgrades, patches, testing and other technical projects as assigned.
Work as a Project team leader by coordinating the development and revision of complex applications which will have a significant impact on EBD and State operations.
Some of the duties with the Project lead role will be to
coordinate with benefit providers and the internal integrations team on all
file maintenance, errors, observations and questions until final resolution.
Take the lead on meetings and conversations with carriers
and vendors to maintain functional specifications for the provider’s file
integrations as well as to be directly involved with testing of the files and
reporting on the output.
Prepares system documentation, including proper flow
processes, to support software changes for implementation within EBD. This will
include design documentation, test plans, scope statements and other
deliverables required by the work request or project.
Evaluates efficiency of operations and develops, revises
and recommends new policies, standards, and workflow procedures, using new
technology where appropriate; Interprets and applies or oversees the
application of agency policies, rules and regulations to accomplish the work of
the unit or division.
Implements new regulations and policies as directed by
upper management;
Coordinates workflow with administrators of other units in
areas of work spanning multiple units; Coordinates leave and staff coverage of
unit or division.
This position will work within the BAS and Workday systems
to produce various benefit reports and files, supporting the EBD team and
occasionally this effort will need to be coordinated with MST or SPS. Some
examples of this task will be to generate eligibility files, generate claims
eligibility audit files, Ad Hoc reporting, and OE functionality.
At the advanced level of programmer, the candidate will be
responsible for working in SQL, ACCESS and other database programs to
effectively coordinate and streamline the current processes within EBD. The
incumbent will take the project lead in determining resources, including
personnel, hardware, and software, that will be necessary to achieve the tasks
specified.
Develops and assembles documentation including operating
instructions, program documentation, and user documentation that will be
essential for training personnel and maintain proper revisions of software to
perform the necessary tasks required.
Performs all other duties as assigned and maintains a
regular and reliable rate of attendance.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Two years’ experience with system integrations
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to the following:
Two years’ experience in User Testing
One year experience providing business process support
Ticketing/Help Desk experience
