Introduction
The Maryland Historical Trust (MHT) is the State agency dedicated
to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education,
MHT assists the people of Maryland in understanding their historical and
cultural heritage. Part of the Maryland
Department of Planning, the Maryland Historical Trust serves as Maryland’s
State Historic Preservation Office (SHPO) pursuant to the National Historic
Preservation Act of 1966.

Main Purpose of Job
POSITION DUTIES
Key duties include:
Fiscal Management & Planning:
Manages fiscal operations of all programs
within MHT and JPPM.
Provides assistance, analysis, and
information to the Deputy Director, the Director, and the MDP Assistant
Secretary for Operations on all financial planning and management activities
related to MHT/JPPM; prepares reporting on fiscal activity; analyzes the need
for and directs the implementation of new procedures for better fiscal
management; ensures compliance with the most recent guidance and best
practices.
Leads MHT/JPPM audit preparation and response.
Reviews and approves all MHT/JPPM
expenditures, requisitions, corporate card purchases, contracts, and other
fiscal commitments prior to transmittal to MDP.
Tracks purchase orders and accounts payable.
Manages cash receipts; tracks division
revenues and accounts receivable; manages working fund and petty cash account.
Leads other staff at MHT/JPPM involved in
financial management activities.
Budget Management:
Prepares and implements the MHT/JPPM
operating, capital projects (CIP), and capital grants and loan program
budgets. Approves budget adjustments,
amendments, and object transfers.
Represents MHT/JPPM at finance and budget meetings within the agency and with other agencies including DBM and Comptroller.
Serves as the main liaison between
MHT / JPPM and DBM’s Office of Budget Analysis and Office of Capital
Budgeting.
Provides analysis and information to the MHT
Director for use at legislative budget hearings; makes recommendations to the
Deputy Director and the Director concerning budget policies and resource
allocation; prepares reporting on budget activity; ensures compliance with the
most recent guidance and best practices.
Grants Management:
Oversees management of grants awarded to
outside recipients and management of grants received by MHT and JPPM.
Oversees administration and monitoring of
annual National Park Service Historic Preservation Fund grant award to MHT,
ensuring all federal requirements are followed.
General Administration:
Functions as Chief of Office of Management, assisting Director and Deputy Director as requested.
Provides informed advice to Director and
Deputy Director in all fiscal, budgetary, and administrative matters.
Manages front office operations, ensuring provision of a high level of customer service to internal and external customers.
Oversees system-wide administrative operations.
Oversees MHT Board of Trustees support
services.
Oversees personnel management and technical
assistance. (Supervisory role.)
Oversees contract and procurement management
and technical assistance. (Supervisory role.)
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
At least two years of work experience in
administrative staff or professional work within a governmental agency.
At least two years of work experience in
fiscal and budget management and planning.
At least one year of work experience with
State and/or federal grants.
