Main Purpose of Job

Provides oversight and expertise in the full range of procurement functions in accordance with State and County procurement laws: provides advice and counsel to agency staff and makes recommendations to ensure each procurement is appropriate, cost-effective, timely, documented and measurable; Leads pre-bid conferences and debriefings; conducts emergency procurements as needed; Develops and maintains the Agency Procurement SOP; Uses ADPICS to review and approve purchase orders; Creates shopping carts in SAP county procurement system as well as reviews subordinates entries for accuracy before sending it thru the approval process; Corresponds with vendors/agency staff; Ensures continuous quality services by overseeing the on-going evaluation of vendor performance and tracking contract expiration dates; and confers with Attorney General’s Office and the County’s Office of Law regarding contract cursory review and processing, bid irregularities, contract disputes, protests or appeals. Leadsa team of Procurement Specialist in reviewing contract records for accuracy and completeness; Identifying staff training needs: developing individual and unit training plans; and conducting and/or arranges for access to appropriate training and continuous development of procurement staff to include obtaining contact hours to meet requirements to obtain a public procurement certification. Establishes, analyzes and continuously improves relationships with internal and external customers in order to ensure that high quality services are delivered in accordance with Agency and Unit goals and standards. Serves as the agency representative on committee, advisory groups or panels as required and makes recommendations for continued improvement. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceeds the standards set by the Department. Ensures and documents certified minority and qualified small participation in all non-emergency procurement processes. Ensure when appropriate the Job First Act of Prince George’s County is being followed in the procurement and contract award process. Responsible for submitting monthly reports to show Agency compliance. 

Employees in this classification may be assigned duties that require travel.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Four years of experience in administrative staff or professional work.

Notes:

1.  Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2.  Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience performing procurement activities to include, but not be limited to, Minority Business Enterprise (MBE)/ Qualified Small Business (QSB) participation and soliciting, evaluating, negotiating, awarding and monitoring contracts.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate will possess:

1.  Two years of Supervisory experience. 

2.  Two years of experience with State of Maryland procurement laws, procedures and regulations.

3. Two years of experience using the System Analysis Program (SAP), experience using the Finance Management Information System (FMIS) and/or the Electronic Market Maryland Advantage (eMMA).

4. Two years of experience using MS Excel to create spreadsheets using formulas.

LIMITATIONS ON SELECTION

Limited to applicants willing to accept employment in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
