Introduction

The Maryland Historical Trust (MHT), Maryland’s State Historic Preservation Office, seeks an energetic and collaborative preservation professional for the position of Preservation Officer in its Project Review and Compliance Unit, Office of Preservation Services.  MHT is the State agency dedicated to preserving and interpreting the legacy of Maryland’s past and is part of the Maryland Department of Planning (MDP).  As Maryland’s State Historic Preservation Office, MHT consults with federal and state agencies, and other involved parties, to consider the effects of federal and state assisted undertakings on historic properties and find successful solutions to avoid, minimize and mitigate any adverse effects on historic properties.  The Preservation Officer position provides direct assistance to help MHT fulfill its federal and state historic preservation review responsibilities

Main Purpose of Job

Performs historic preservation review of federal and state assisted projects throughout Maryland (annually totaling more than 1,500 projects) for their effects on historic properties in accordance with relevant federal and state historic preservation laws and regulations. This is accomplished through the Project Review and Compliance Unit, Office of Preservation Services, Maryland Historical Trust (MHT), Maryland Department of Planning (MDP). Position helps fulfill MDP’s mission to promote growth that fosters vibrant, livable communities, preserves and protects the environment, and makes efficient use of State resources - by enforcing regulatory requirements related to historic preservation. The position promotes the protection and preservation of Maryland’s heritage resources by exercising due diligence in the evaluation and generation of alternatives to proposed development which might have adverse effects on heritage resources.

POSITION DUTIES

The Preservation Officer reviews federal and state-assisted undertakings for their effects on historic architectural resources in compliance with federal and state historic preservation laws and regulations. This position serves as the primary contact for assigned agency program customers and must be able to provide technical support needed to help them successfully navigate the Section 106 review process and address complex issues regarding historic significance, preservation treatments, and application of relevant laws and regulations.  Principal job duties include the following activities: 

 

  • reviewing projects for effects on historic properties in accordance with 36 CFR Part 800 regulations;
  • evaluating resources’ eligibility for the National Register of Historic Places;
  • reviewing project plans for conformance with the Secretary of the Interior's Standards for the Treatment of Historic Properties;
  • negotiating and developing agreement documents with stipulations to resolve the adverse effects of projects or programs on historic properties; and
  • providing a wide range of information, guidance and technical assistance to the full spectrum of program customers (including federal and state agencies, local governments, business entities, non-profit organizations, consultants, and the interested public). 

 

This job requires extreme attention to detail, excellent organizational, communication and interpersonal skills and strong proficiency in working collaboratively.  Effective written and oral communication skills as well as exceptional customer service experience are vital for the position.  Expertise in applying the National Register Criteria for Evaluation, interpreting the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and complying with Section 106 regulations and procedures are essential.  Demonstrated superior writing skills, strong interpersonal and team building abilities, effective problem solving, and successful negotiating skills are essential.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Coursework in architectural history, historic preservation, architecture, history or closely related field.

One (1) year of fulltime experience working in the field of historic preservation.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with demonstrated education and experience meeting the following desired or preferred qualifications:

Bachelor’s or Master’s degree from an accredited college or university in architectural history, historic preservation, architecture, history or closely related field.  

Experience in cultural resource management work for compliance with implementing federal and state historic preservation law, principally Section 106 of the National Historic Preservation Act. 

Experience evaluating the eligibility of historic resources for listing in the National Register of Historic Places and preparation or substantive review of Determination of Eligibility forms or National Register nominations.  

Experience evaluating projects and completed work for compliance with preservation and construction best practices and conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
