Main Purpose of Job
Maryland's Interagency Commission on School Construction (IAC) is recruiting a policy analyst with strong communication skills, legal analysis expertise, and a commitment to public service for a leadership position. With recent passage of legislation by the Maryland General Assembly, the IAC has taken on new authority over construction funding and greater responsibility for fulfilling legislative duties.
POSITION DUTIES
These duties will involve performing duties such as researching, evaluating, and analyzing policies; analyzing and reporting data; and communicating with internal and external stakeholders. This position will work with Directors, Deputy Directors, and Supervisors to coordinate activities regarding education policy work and analysis. This position will also collect and analyze local, state, and national data, including mandated data and reports as outlined in the Built to Learn Act of 2020 and the 21st Century School Facilities Act of 2018. This includes data and reporting analysis for the IAC to the Maryland General Assembly, appointed IAC Members, and related workgroups. This position will also review historical national policies, lessons learned, and best practices. This position will research, analyze, evaluate and report on local, State, and national Policy and legislative trends and best practices.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Four years of experience in administrative staff or professional work.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience in legislative interpretation, report production, and data analysis.

Experience or knowledge of Maryland educational facilities, or State construction or capital programs.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
