Introduction

 

MEMA’s mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners.

NOTE: This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis.

MEMA is looking for a diligent, detail-oriented individual who is excited about making Maryland a safer place to live and work by leading and managing the Agency’s Digital Engagement Program, including communications, outreach, and external partnerships.

 

MEMA is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA is a national leader in Emergency Management that provides Maryland residents, organizations, and emergency management partners with expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources “to shape a resilient Maryland where communities thrive.”  We do this by being Maryland's designated source of official risk reduction and consequence management information.

Main Purpose of Job

The Digital Engagement Coordinator is the lead for MEMA’s digital engagement, marketing, and social media programs. The Coordinator is responsible for creating and posting content through our digital properties and maintaining the MEMA brand and voice of the agency. The Coordinator must possess strong social media skills and extensive knowledge of the effective use and changes of a variety of social media platforms. In addition, content creation includes the development of audio, visual, video, and animated 2D and 3D video material to enhance emergency preparedness throughout Maryland as well as written material, such as posts and press releases. We will focus a great deal of our marketing strategy in the creation and delivery of digital content, with particular emphasis in photography and video shooting, editing, splicing and delivery. Examples of this proprietary content include public service announcements, short films, mini docs, animated whiteboards, as well as creating and designing various artwork for the agency.

POSITION DUTIES

Duties of this position include, but are not limited to:

 

· Administering MEMA’s digital engagement program.

· Maintaining the MEMA brand, website, and the MdReady program.

· Developing public communications, social media, and marketing efforts for MEMA.

· Serving as a liaison to the media, the public, and external stakeholders.

· Developing and evaluating programs to increase community preparedness and resilience.

· Serving as the Brand Ambassador and ensure our brand guidelines are followed internally and

   externally.

 

This position supports planning efforts and other initiatives in the Disaster Risk Reduction Directorate and the Agency, including:

 

 

  • Collaborating with others in the Disaster Risk Reduction Directorate on projects and programs aimed at building community resilience, increasing statewide preparedness, conducting efficient long-term recovery, and reducing risk caused by disasters.

  • Supporting Maryland's strategic goals and objectives for homeland security.

    MINIMUM QUALIFICATIONS

    Education: A Bachelor's degree from an accredited college or university.

    Experience: Four years of experience in administrative staff or professional work.

    Notes:

    1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

    2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

    3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    Strong communications skills.

    Experience developing marketing collateral, including videos, animated images, infographics, and other design elements.

    Experience administering digital engagement and social media programs.

    Proven ability to capture, edit, and amplify digital content in photography, animation, and video.

    Expertise in one or more of the following: video, audio, and photo editing software platforms, like Audacity, Adobe Photoshop, Adobe Premiere, and Canva.

    Experience working with national and local news media, external communications, and marketing. Experience in the emergency management field (or related field).

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
