Main Purpose of Job

The purpose of this position is to develop and disseminate quality social media content — including original graphics, photos and video — to promote high-quality programs, initiatives, events, and information within the Maryland Department of Health, as determined by Administration goals. The individual in this role will both lead broader Departmental social media strategy for MDH main accounts and will coordinate daily operations for the Department’s multiple sub-accounts across various social media platforms.

The Social Media Content Manager will: develop technical and policy content to ensure generation of relevant and comprehensive social media content across the Department in a timely manner; develop and recommend evidence-based strategies to promote Departmental programs and increase engagement; maintain messaging standards, as determined by the Office of Communications, throughout all Departmental social media accounts and platforms; coordinate with Department program staff, local health departments, and other state agencies to ensure streamlined messaging and appropriate cross-promotional opportunities; and to ensure Departmental customer service standards are carried out across all social media platforms in a timely and professional manner.

As needed, this position will work particularly closely with areas of the Department that already have a social media presence, including the Office of Preparedness and Response, Maryland Board of Pharmacy, Maryland Breast and Cervical Cancer Program, etc.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:

The ability to develop and disseminate quality, strategy-driven and brand-appropriate social media content to promote high priority projects, as determined by MDH leadership and the Director of the Office of Communications. This includes: creating original visual content (e.g., graphics, video photo), leading the process from ideation through to final product; developing approachable technical and policy-driven content; and, coordinating and monitoring daily operations for the Department's multiple sub-accounts across various social media platforms. 

The ability to lead production and enforcement of an evidence-based and relevant strategic plan, including a Department-wide social media policy, and timely review of analytics to inform constituent engagement and to enhance promotion of Administration-defined priorities. 

The ability to coordinate social media strategy and crossover content with other State and local agencies and organizations. 

The desired candidate should also have expert knowledge of content conventions, analysis and content strategy specifically for social media platforms (e.g. Facebook Twitter, Instagram, YouTube, etc).  The desired candidate should also have visual communications/design skills/background (photo/video/graphic design), including Adobe Creative Cloud Suite proficiency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
