Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrator I. This position is the Assistant Executive Director of the Board of Barbers and the Board of Cosmetologists and manages the administrative operations for both boards.

Main Purpose of Job

The Assistant Executive Director of the Boards of Barbers and the Board of Cosmetologists manages the administrative operations for both boards (unit). The position will plan, organize, implement and supervise the interpretation and application of relative statue, regulations, and agency policy, directives and procedures designed to accomplish the mission of the agency. Incumbent will develop, modify, and maintain plans to continually safeguard the public, to improve service and to utilize new technology where appropriate.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Directs and modifies all unit and inspections activities. 
  • Conducts all ongoing research and analysis necessary to develop and maintain/improve operational effectiveness with emphasis on the key principals of service delivery.
  • Coordinate recurrent board meetings. 
  • Supervises the preparation of the agendas, minutes, and related materials. 
  • Actively participates in all public and executive board meetings.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

 

Supervisory experience.
Customer Service experience. 
Budget management skills. 
Regulation experience.

Limited to current State of Maryland employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
