Main Purpose of Job

This position's purpose is to support Maryland's efforts to divert individuals from institutional placement by strengthening home and community-based services and support programs. The employee will assist the Long Term Services Director in overseeing Maryland Access Point (MAP), a federally and state funded service to provide information, referral, and assistance to supports Maryland residents. MAP is a central element of the state’s No Wrong Door system to provide coordinated, person-centered care for individuals in need of long term services and supports.

POSITION DUTIES

Provide ongoing maintenance and evaluation of the MAP website and provider database, including ensuring that information is current and accurate.

Identify and implement ongoing opportunities for continuing education for State and local staff involved with Maryland Access Point.

Expand and maintain outreach and marketing efforts to educate and public and providers and agencies about the MAP program.

Work with the LTS Director to ensure the Department is compliant with all relevant state and federal policies in it's responsibilities related to the Aging and Disability Resource Center/No Wrong Door.

Regularly review best practices in No Wrong Door management and operations from other states and jurisdictions.  Provide updates and recommendations to supervisor, Deputy Secretary, and Secretary.

Monitor local MAP programs, oversee ongoing reporting and provide technical assistance, as needed.

Convene state program managers to review and improve collaboration around No Wrong Door.

Work with the LTS Director in developing and implementing new policies and organizational changes to assure the integration of MAP services in the Department and in Maryland's overall efforts.

Identify opportunities to expand and sustain MAP services.

Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years professional experience in developing and applying aging policies or working with public and private aging services preferred.

Prior experience working with Area Agencies on Aging and/or Centers for Independent Living preferred.

Experience in the areas of professional training, marketing, and program evaluation preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.
