LOCATION OF POSITION

At the time of this job announcement MHBE is adhering to a hybrid work schedule. Work for this position will be completed at a remote location and at our office 750 E. Pratt St, 6th Floor, Baltimore, MD 21202.

Main Purpose of Job

The main purpose of the position is to work with the Director of Policy and Plan Management to promote/implement the policy agenda of the MHBE Board of Trustees, review federal and state laws and regulations, and develop policies that assist the Exchange with meeting its obligations under the Affordable Care Act and Maryland laws. This position will be responsible for drafting and promulgating regulations, and drafting and reviewing proposed legislation for the Exchange. This position will be responsible for assisting the Exchange with preparation and responses to state legislative session requirements. This position will interface with many high visibility officials, including representatives of the federal government, federal and state legislators, and representatives from national organizations. Employee may provide technical advice and guidance to lower level Health Policy Analysts. This position will support the Director of Policy through the state legislative and regulatory processes.

POSITION DUTIES

  • Work with key stakeholders and State agencies to develop and implement policies that work to promote the policy agenda of the MHBE Board of Trustees. 
  • Provide high quality, detailed legislative and regulatory analysis for state officials including appointed officials, and state legislators.
  • Monitor changes in State and Federal law; develop policies and procedures to implement changes that impact MHBE operations, including promulgation of state regulations where appropriate. 
  • Develop and maintain relationships with key external stakeholders to strengthen communications, partnership, and investment in Affordable Care Act programs.
  • Provide support and consultation to senior management during the legislative session.
  • Represent the agency before legislative and regulatory bodies.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Advanced knowledge and experience working with Health Insurance and Health Care Policy (federal, state, and/or local) including the Affordable Care Act.
  • Experience developing, maintaining, implementing and updating health care policies.
  • Experience in promulgating federal or state regulations.
  • Experience in federal or state legislative processes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
