MDH/Cecil County Health Department, Division of Administrative Services, Elkton, Maryland

Main Purpose of Job

This position will coordinate a diverse and comprehensive Public Relations and Public Information Program for the Cecil County Health Department, which will address matters related to emergency preparedness, as well as all public health issues. This position will be responsible for gathering and analyzing data, in order to prepare press releases; news articles; informational materials; feature stories; public service announcements; and, media advertising. This position will also be expected to provide technical advice and guidance to the Senior Management team on public information and public relations matters, while overseeing the Cecil County Health Department's website and social media presence.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited four-year college or university, with at least 30 semester credit hours in one or more of the following subjects: English, Journalism, Public Relations, Writing, or other similar and related courses.

Experience: Three years of experience in Public Information, Public Relations, Journalism, or other related experience in publicity or promotional work.

Notes: 

1. Candidates may substitute additional experience, as described above, on a year-for-year basis, for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Public Affairs Specialist classification or Public Affairs specialty codes in the information and arts field of work, on a year- for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using graphic design software and tools, as well as experience developing annual reports and/or web-based and social media communications.
