Annual Salary Range: $44,989 - $58,122 (with progression to $71,606)

Main Purpose of Job

This is a contractual position serving as a Grant Finance Administrator responsible for providing fiscal, administrative, logistical, and technical support to staff in the Division of Career and College Readiness, Elementary and Secondary School Emergency Fund Monitoring and Compliance Branch.

POSITION DUTIES

The Finance Administrator is responsible for (1) managing and tracking financial records and processes; (2) entering and monitoring data in the Notice of Grant Awards (NOGA) System and Financial Management Information Systems (FMIS); (3) reconciling expenses; (4) developing correspondences; (5) managing incoming mail, telephone, and email requests and (5) managing office functions.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a  Bachelor’s degree from an accredited college or university preferred. 

EXPERIENCE: Three years of experience in providing administrative support to staff with a focus on fiscal operations or budget management. Relevant experience in a state or local government agency is preferred.  

Notes: 
  1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
  2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policies, procedures, and processes; or overseeing unit operations; or functioning as a staff assistant to a ranking commissioned officer on a year-for-year basis for the required education and experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of principles and practices of office administration and budget management; knowledge of standard business English; knowledge in the application of Microsoft Office products and Google applications; knowledge of the application of fiscal management systems; knowledge of online productivity tools; ability to manage and coordinate multiple tasks and exercise sound judgement; skill in time management and personal organization; skill in preparing detailed and accurate documentation; ability to prioritize and respond to inquiries from staff, constituents, and stakeholders; ability to follow instructions; ability to communicate effectively; and ability to maintain effective working relationships in a team environment.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
