Introduction

The Department of Labor, Mechanical Licensing Boards, is currently accepting applications from qualified candidates for the position of Licensing and Regulation Investigator I. This is a contractual position.

Main Purpose of Job

The main purpose of this job is to gather facts, and to prepare investigative reports to aid in the resolution of complaints filed with the mechanical licensing boards by consumers against licensed and unlicensed plumbers, electricians, heating, ventilation, air-conditioning and refrigeration contractors (HVACR), stationary engineers, elevator mechanics and locksmiths. The position also requires providing testimony in administrative hearings and on occasion testimony in criminal prosecutions.

POSITION DUTIES

Duties of this positions include, but are not limited to:

  •  Investigates complaints received by the Boards filed by consumers and contractors, using interviewing skills and techniques, a thorough knowledge of the Boards scope of practice, laws and regulations, licensing and contractual documents, discusses the complaints with involved parties, prepares a thorough report of the findings, responds to telephone inquiries and manages an investigative caseload.
  •  Meets with Board members and counsel to review complaints, claims, and investigative reports to ensure that all pertinent documentation is obtained.
  •  Testifies at administrative, regulatory hearings, civil trials and criminal trials on behalf of the Boards.
  •  Maintains daily case logs, updates case files/database, weekly itinerary, monthly statistics and expense reports.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations, which require obtaining and analyzing factual information and preparing reports of findings and conclusions for administrative or court hearings.

Note:

Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s):

Experience writing investigative reports or working with attorneys and prosecutors testifying in court or at administrative hearings.

Administrative, civil and/or criminal hearing experience.

Prior law enforcement experience.

Investigative experience.

Employment in the mechanical licensing trades.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Upon appointment, employees in this classification possessing a business occupational and professional license or participating in any outside activity which may be deemed a conflict of interest by the Secretary of the Department of Labor will be required to put the license or outside activity in an “Inactive” status.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance(LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Contractual Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
