Main Purpose of Job

The primary purpose of this position is to perform Foster Care, Adoption and Guardianship case reviews to determine client eligibility for Title IV-E Federal Funding. The position will be located at various local departments of social services throughout the state. The position functions as a Federal Funding Analyst and is responsible for ensuring compliance with federal laws, rules and regulations for the delivery of services.

POSITION DUTIES

Duties and responsibilities include reviewing out-of-home Foster Care placements, and Adoption and Guardianship subsidies to ensure that a positive eligibility determination is made for children who are eligible to receive Title IV-E funding. Complete retroactive federal claim adjustments. Work independently to determine eligibility based on State and Federal regulations and policies and decide on appropriate funding adjustments to the State’s accounting records.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for the required experience.

3.  Candidate may substitute U.S. Armed Forces military service experience as a commissioned officer in Admiistrative Officer classifications or Administrtive Officer specialty codes in the General, Admistrative, Clerical, and Officers Services field of work ona year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1.  One year of experience determining client eligibility for the Title IV-E Federal Program.
2.  One year of experience in Federal compliance programs such as Tempooary Assistantance to Needy Families (TANF).
3.  One year of experience working within a program such as:  Client Informatin System (CIS), Foster Care and Adoption Tracking Systems (FACTS), Maryland Children's Electronic Social Services Information Exchange (MD CHESSIE), Client Automated Resources and Eligibility System (CARES), State Verification Exchange System (SVES), and Maryland Automated Benefiy System (MABS).
4.  Strong written and oral communication skills.
5.  Strong time manaagement, priority setting and problem-solving skills.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
