POSITION DUTIES

This position provides fiscal and budgetary support to the Finance Office of the Maryland State Library Agency (MSL). The position assists the Finance Manager and the Finance and Support Services Administrator to ensure the effective and efficient functioning of the agency’s fiscal functions in accordance with applicable laws, rules, regulations, policies, and procedures through implementation, review, maintenance, evaluation and reconciliation of agency fiscal policies and procedures. Primary duties include but are not limited to operational and capital fiscal controls, accounting transactions, and reports. Primary duties also include accounts payable, inventory, grants and assistance with audits.

Process vendor invoices, vouchers, direct vouchers, inter-agency transfers, expense reimbursements, credit card journal entries, and state aid payments in a timely fashion and meet all the required deadlines.

Produce financial and budget reports at the direction of the Finance Manager and the Finance and Support Services Administrator. 

Serve as Vendor contact to coordinate outside service for agency-led statewide events and finance operations.

Prepare and review corporate purchasing card (CPC) statements in a timely fashion. 

Process the required travel forms, securing required information for completion of the forms. 

Process bi-monthly payments for formula aid to the Public and Regional Libraries. 

Process quarterly payments for aids for retirement benefits to the libraries. 

Assist in conducting physical inventories of personal State property.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with the States Financial Management Information System (FMIS).

Experience with  reviewing, verifying, recording, adjusting and balancing financial transactions. 

Experience with using Microsoft Excel to create spreadsheets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
