Introduction

The Department of Labor is accepting applications from all qualified candidates for the position of Office Secretary III. This position will assist with clerical duties for the complaint unit and provide secretarial support to the Investigators of the Maryland Home Improvement commission.

Main Purpose of Job

This position will provide direct secretarial support to the investigators and complaints unit of the Maryland Home Improvement Commission by sending cases to OAH, preparing correspondence, entering and updating the computer records, and responding to phone and walk-in- in inquiries by homeowners, contractors and general public. The position also include fielding telephone calls; reviewing, processing and tracking complaints, answering questions related to the laws, regulations and policies, also preparing statistical reports.

POSITION DUTIES

Duties of this position include, but are not limited to the following:

  • Assist with calls and correspondence received for the investigators
  • Preparing and sending cases to the Office of Administrative Hearings
  • Process consumer complaints and claims, verify license status of contractors, generate related correspondence, ensure the appropriate attachments are included, and create consumer complaint files.
  • Type a wide variety of correspondence related to consumer complaints, prepare mailings, and update the AS400 system as appropriate.
  • Respond to inquiries from homeowners, contractors, and the general public by telephone and in person regarding the complaint/claim process, status and general information.
  • Maintain case logs, monthly statistics and mileage reports
  • Work with Assistant Director and Director on projects as necessary

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes: 

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification (s). Include clear and specific information on your application regarding your qualifications.

  • The candidate should have excellent customer service skills and the ability to multi-task
  • Ability to problem solve and gather data to troubleshoot and resolve issues
  • Must be able to prepare correspondence; proofread/polish documents for distribution
  • Ability to work independently, solve unexpected problems and make decisions.
  • Be able to respond to customers with tact and diplomacy, maintain confidentiality, and respond to public inquires
  • Experience in collaboration with many different individuals at all levels of an organization
  • MS office, Data Entry experience and experience preparing reports and correspondence.
  • Ability to organize/ prioritize projects. Detail oriented; Dependable; Resources

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

Health Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
