Our team is seeking Financial Analysts that can work independently, recommend options based on in-depth financial analysis, effectively communicate ideas and issues, believes change is good and want to come to work knowing that what they do makes a difference. The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The Division of Finance and Administration is seeking enthusiastic individuals to serve as the Financial Analysts for the Homeowner Assistance Fund (HAF). Daily activities will be to reconcile accounts, process journal entries, research issues or to resolve reconciling differences, gather and report on financial requirements of each agreement along with other financial work. The incumbents will be required to use intermediate to advanced skills in Excel to manage large sets of data to analyze and produce variance analysis, perform projections and create a summary presentation of the data to non-finance managers. The selected incumbents will need to know GAAP accounting, Fund accounting, Government accounting, and budgeting. Incumbents will also create detailed procedures for assigned programs. The incumbent will be responsible for analytics on the organization's revenue streams, including historical trends, patterns, program performance and forecasts, cost and benefits versus pricing.
The ideal candidates should be self-starters, able to create advanced financial models in Microsoft Excel, possess strong accounting skills, and be able to work under tight deadlines. Ability to critically assess data and communicate priority findings to management.
Please note: this is a non-competitive position, as it is a short-term contract, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university.
Experience: One year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles.
Notes:
1. A Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination may be substituted for the educational requirement.
2. A Master’s degree in Finance, Business Administration, Economics, Accounting or a related field from an accredited college or university may be substituted for the required experience.
3. Candidates may substitute one year of professional financial analysis experience, such as managing financial asset and debt portfolios, examining, analyzing, and interpreting accounting, budget, grant or real estate investment portfolio records and reports by applying generally accepted accounting principles for 30 credits on a year-for-year basis for the required education.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the accounting field of work on a year-for-year basis for the required education and experience.
