Loss Mitigation Asset Management Officer

Work that matters. The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing and development of affordable housing and community development lending. DHCD has an immediate opening for a Loss Mitigation Asset Management Officer in the section of the Division of Credit Assurance. This position oversees contract servicers performance in the collection and loss mitigation for the State and bond funded loans. This position will counsel mortgagors to fulfill their loan obligations, evaluating loss mitigation activities of contract servicers, analyzing individual cases for proper loss mitigation, and mitigating DHCD financial losses whenever possible.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.


Generally, this position assists in achieving: (1) the Department's mission of encouraging home ownership and careful use of DHCD's financial resources; and (2) the Division of Credit Assurance's (DCA's) divisional goals of maintaining the delinquency rate on the single family portfolio, of 28,000+ loans representing $1.6 billion outstanding principal balance, below that for the Federal Housing Administration (FHA) Maryland portfolio and helping low and moderate-income Maryland families retain their homes. Specifically, this position is the full performance level of work evaluating risk on applications for loan modifications, short sales, advance claims, repayment plans and, deeds-in-lieu of foreclosure for single family mortgages. This position performs compliance audits for contract servicers' mortgage servicing activities under federal and state regulations for DHCD's single family portfolio, as well as collections and loss mitigation protocol for the Maryland Housing Fund (MHF) insured bond funded loans, conventionally insured bond funded loans, and uninsured State funded loans. Duties include general customer service and counseling mortgagors to fulfill their loan obligations; evaluating/underwriting loss mitigation applications of contract servicers, foreclosure sales, tax sales, and mitigating DHCD financial risk whenever possible.


Education: A bachelor’s degree from an accredited college or university. 

Experience: Four years of administrative or professional experience to include one year of financing experience or providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs. 


1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education. 

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.    


Those candidates who are not using job-related education or U.S. Armed Forces military service to qualify must also have one year of professional experience using Microsoft Excel and Microsoft Word.


  • Experience with loss mitigation and housing counseling
  • Experience underwriting for default workouts
  • Experience with single family loan underwriting
  • Legal experience or experience with mortgage collections, foreclosures, and bankruptcy 


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
