Eastern Shore Regional Field Office - Salisbury, Maryland

Main Purpose of Job

To oversee and direct the Mosquito Control Program in Talbot County and participate in other Mosquito Control operations of the Maryland Department of Agriculture's Eastern Shore Regional Office. This position will also be responsible to calibrate and repair ULV sprayers and other equipment utilized by the Department and County mosquito control programs.

POSITION DUTIES

Plans, organizes and oversees the mosquito control program in Talbot County, including supervising the County satellite facility located in Easton.  This involves coordinating activities with the Talbot County Administrator and Talbot County Commissioners under the direction of the MDA Eastern Shore Regional Mosquito Control Office.

§  Ensures compliance with existing policies and regulations on providing an effective mosquito control program using an integrated pest management strategy.

§  Receives citizen complaints and conducts inspections and evaluations of mosquito populations, mosquito-borne disease surveillance and evaluation of control efforts.

§  Trains and leads seasonal contractual (hourly) employees to conduct surveillance and control work.

§  Prepares reports, data summaries, and maps using computer-based mapping technology such as ArcMap and ArcGIS platforms.

§  Responds to and investigates allegations of pesticide misuse.

§  Mixing, loading and transporting pesticides.  Maintains records of daily applications. This position requires compliance with all associated safety procedures and regulations for pesticide usage and storage. Work may involve nighttime and pre-dawn early morning hours during the mosquito control season.

§  Assists with aerial spraying operations on the Eastern Shore.

§  Monitors expenditures against budget and prepares annual billing statements.

§  Operates vehicles and spray equipment in compliance with all safety requirements.

Perform droplet characterizations, calibrations and repairs of ULV adulticide sprayers.

Oversees and inspects the City of Easton Public Works Mosquito Control operations.

Conducts mapping and GIS support activities.  This requires proficiency in mapping technologies and the preparation and routine updates of multi-layered maps.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in biology, bio-chemistry, zoology, botany, animal science, wildlife management, or any other discipline in the field of biological science.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience performing fieldwork in a mosquito control program.

Certification or experience using ArcGIS, Arc Catalog or other geospatial database software.

Experience mixing and applying pesticides in a private or public pest control program.

Experience utilizing Microsoft Access.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

The selected candidate in this position will be assigned duties which require the operation of a motor vehicle, and must possess a motor vehicle operator’s license valid in the State of Maryland, with no more than 5 points on the applicant's driving record.

Within six months of hire, the selected candidate for this position will be required to obtain certification in Maryland as a pesticide applicator in the specialty of mosquito control.
