LOCATION OF POSITION

This position is available with the Department of General Services (DGS), in the Fiscal Services Budget Unit; located at 301 W. Preston Street, Baltimore, MD 21201. 

Main Purpose of Job

This position assists the Budget Manager in preparing, executing and monitoring of the Department of General Services’ annual operating budget, which is comprised of 69 budgeted sub-programs with General, Special, Federal and Reimbursable funds totaling $116 million (Fiscal Year 2019). The position also prepares a significant portion of the monthly expenditures forecast and oversees the compilation of reports essential to the preparation of the budget. This position assigns, reviews and approves the work of the Agency Budget Specialist.

POSITION DUTIES

Duties for this position include but are not limited to:
  • Prepares and defends designated programs of the agency’s annual budget as assigned by the Budget Manager. This includes completing adjustments and unfunded requests, as well as the base Budget Request, using DBM forms, the new BARS budgeting system and Excel spreadsheets.
  • Reviews and approves funds certifications submitted by various divisions. Reviews and approves purchase orders created by buyers in FMIS (Financial Management Information System) after matching them to approved funds certifications.
  • Forecasts expenditures and revenues to establish the Department’s financial position by examining and analyzing financial reports and discussing financial data and future requirements with Program Managers.
  • Leads the Agency Budget Specialist in performance of required duties to facilitate maximum contributions by providing instruction, guidance and expertise.
  • Participates in annual close-out process to assist Fiscal Services Management by preparing required documents and performing transaction research.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications. 
Experience in preparing budgets and forecasts. 
Experience using FMIS (Financial Management Information System) and BARS budgeting system.
Experience with Microsoft Office Suite, particularly Excel at an intermediate experience level.
Experience using Google Suite.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire.  If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process.  Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.   
Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
