Main Purpose of Job

This position will be responsible for preparing and managing the annual operating budget, as well as quarterly budget projections and the fiscal year-end closeout for units assigned to this position, within the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA). This position will be expected to assure the financial integrity of the fiscal records of PHPA. This position will also be responsible for the preparation of the financial reports for the CRF Legislative Report.

This position will oversee the development of the budget, along with the preparation of financial projections, expenditure management, and the fiscal year-end closeout for all assigned units. Additionally, this position will assist the Fiscal Unit’s Budget Specialists with the completion of these tasks, within their assigned units. 
 
Furthermore, this position will supervise the Agency Budget Specialists within the Program 04 and be responsible for planning, assigning, coordinating, training, reviewing, and approving the work of all Budget Specialists within the Fiscal Unit. In addition, this position will provide training and/or guidance in the areas of budget/expenditure management. This position will review and approve, or reject, FMIS requests for blanket/purchase orders and requisitions in the FMIS system at the 150 level. This position will also be expected to access, create and produce FMIS Focus Reports for use by members of the Fiscal Staff, in order to assist in the analysis and fiscal management of all fund types, as necessary. 

Finally, this position will be responsible for reviewing and/or approving federal grant applications submitted to the PHPA Director & CFO, for submission to the Secretary’s Office for final approval. This position will approve and submit Federal Financial Reports (FFRs) in the following federal software programs: HRSA EHB’s, GrantSolutions, eRA Commons, and PMS. To add on, this position will communicate and resolve any federal award issues with the assigned Federal Grant Management Specialists. Such issues may include obtaining access to the federal Payment Management System (PMS), in order to review, monitor and analyze MDH’s federal draws, and determine any errors or necessary corrections. 

This position will be expected to train and assist the Fiscal Unit’s Budget Specialists with navigating all federal websites, including HRSA EHB’s, GrantSolutions, eRA Commons, and PMS.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in Accounting, Business Administration, Economics, Finance, Political Science, or Public Administration, at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience, as defined above, on a year for year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work, on a year-for-year basis, for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience monitoring multiple budgets and expenditures, as well as experience projecting and tracking costs. He/she should also have experience using Microsoft Office programs, in addition to experience providing customer service skills to work-related partners. 

Finally, the desired candidate should have supervisory experience, along with knowledge of the MDH financial system.
