LOCATION OF POSITION

This position is available with the Department of General Services (DGS), in the Fiscal Services Budget Unit; located at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position assists the Budget Manager in the preparation, execution and monitoring of the Department of General Services’ annual operating budget, which is comprised of 70 budgeted programs/sub-programs. The position prepares a significant portion of the monthly forecast and assists in the compilation of reports essential to the preparation of the budget. The position also participates in the fiscal year-end close process.

POSITION DUTIES

Duties for this position include but are not limited to:

  • Assist in the preparation of designated portions of the Department’s annual budget as prescribed by the Fiscal Service Director. This includes preparing the current services budget adjustments and unfunded requests, as well as the base budget request, using DBM forms, the DBM automated Budget Analysis Reporting Systems (BARS), and spreadsheet and word processing packages.
  • Forecast revenues and expenditures on a monthly basis to establish the Department’s financial position by examining financial reports and discussing financial data and future requirements with the Budget Manager.
  • Review the daily reports and monthly reports and complete necessary adjustments to allocate expenditures to the proper accounts. Monitor special projects to ensure that accurate sub-program, sub-object code and fund types are applied correctly to the requests. Reviews and approves purchase orders against funds certification.
  • Participates in the annual close-out process to assist Fiscal Services Management by preparing required schedules and performing transactions research.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Three years of experience in budget preparation, presentation and execution.

Notes:

1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.

2. Candidates may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
• Experience in preparing budgets and forecasts.
• Experience using FMIS (Financial Management Information System) and BARS budgeting system is desirable.
• Experience with Microsoft Office Suite, particularly Excel at an intermediate experience level is strongly preferred.
• Experience using Google Suite.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire. If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process. Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
