Main Purpose of Job

The main purpose of this full-time contractual position is to serve as the Agency Grants Specialist II and provide fiscal support to the Behavioral Health Administration (BHA) in the implementation of the Public Behavioral Health System (PBHS), a community based support system supplying services to over 24 jurisdictions (Local Health Departments, Core Services Agencies, Local Addiction Authorities, and Local Behavioral Health Authorities). Under the supervision of the Agency Grants Specialist Supervisor, this position will be responsible for the coordination of all budgetary/programmatic conditions of award in grant agreements for assigned jurisdictions. This responsibility includes ensuring that all conditions meet with BHA programmatic and fiscal guidelines and COMAR regulations. The review, negotiation of services and award amount is done as part of a negotiating team comprised of the BHA Office of Local Planning and Governance, Chief of the BHA Finance & Procurement Unit, Director of BHA Finance and Fiscal Management, and the pertinent programmatic staff of BHA and the jurisdictions.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Notes: 1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.

2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service  experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience verifying the requirements of federal grants and sub awards and experience managing a high volume of grant contracts and budgets.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
