Main Purpose of Job

This position will provide managerial expertise to a regional office associated with the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Office of Food Protection (OFP). This position will ensure adherence to sanitary and quality assurance standards, in regards to the manufacturing and distribution of milk, frozen desserts, food containers, and closures. This will be accomplished through the supervision of the activities of Regional Environmental Sanitarians within the Center for Milk and Dairy Product Safety (CMDPS).


Additionally, this position will serve as a Program Expert to other State and local authorities, as well as to the dairy industry. This position will be responsible for uniform interpretation of milk laws and regulations, as well as for monitoring the uniform enforcement of such laws and regulations. Furthermore, this position will administer, manage, plan, develop, implement, and evaluate the CMDPS Statewide Regulatory Program that allows the Maryland dairy industry to ship and accept milk and milk products of high sanitary quality in interstate and intrastate commerce. This position will also oversee the Statewide programs which regulate the manufacturing of frozen desserts and manufactured milk products.


Periodically, this position will evaluate laboratories associated with milk producers; plants; container and closure manufacturers; receiving and transfer stations; and, enforcement agencies, under the requirements, agreements, and policies set forth in the National Conference of Interstate Milk Shippers (NCIMS), as well as in MDH's OFP's CMDPS programs. To add on, this position will inspect and provide technical and regulatory review assistance to commercial and public laboratories throughout the State of Maryland, as part of the department’s quality public health laboratory activities, in order to promote and preserve the health and well-being of Marylanders, thereby protecting them from environmental hazards and communicable and hereditary diseases.


Finally, this position will perform on-site inspections and evaluations of laboratories and analysts at prescribed intervals, in order to assess quality assurance and compliance with federal and State regulatory requirements. Such inspections and evaluations will include the review of analytical and procedural techniques used with milk and dairy products for compliance with standards, as required conditionally for Maryland’s participation in the U.S. Food and Drug Administration (FDA)’s NCIMS Program. Any problems which result in the potential downgrade or removal of a laboratory's certification status are communicated to OFP and Laboratories Administration management before any final decisions and/or actions are implemented. A downgrade of the status of a laboratory means that it cannot run the milk and dairy product samples required for participation in the NCIMS Program, resulting in a direct impact on the ability of the Maryland dairy industry to ship milk products to other states.


Reports are prepared and filed with the FDA, OFP and Laboratories Administration personnel within the time frames specified by the FDA. Subsequent responses from laboratories are reviewed and acted upon within specified time frames.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Health Specialists, under the licensing requirements for Environmental Health Specialists.

Experience: Six years of environmental health work experience in the promotion, control and maintenance of environmental health, two years of which must have involved direction of an environmental control project and/or supervision of positions performing environmental health work.

Notes: 

1. Candidates may substitute the possession of a Master’s degree in Public Health or Environmental Health Sciences from an accredited college or university for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience working collaboratively with State, local and federal agencies, legislators, and managers of regulated industries. He/she should also have experience navigating, utilizing and interpreting different types of databases and reports, such as lab results and inspection reports.


Additionally, the desired candidate should have professional experience in the milk and dairy industry operations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists. A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland, and COMAR 10.60.01 through 10.60.07. The Secretary of the Department of Budget and Management cannot accept any substitutions.
