Main Purpose of Job

This position will serve as the Section Head for the Western Region, as a representative of the Maryland Department of Health (MDH)'s Prevention and Health Promotion Administration (PHPA)'s Center for Food Processing, in the Office of Food Protection (OFP). PHPA works to improve the health of Marylanders by reducing the transmission of infectious diseases; helping impacted people live longer and healthier lives; and, protecting individuals and communities from environmental health hazards. PHPA works in partnership with Local Health Departments (LHDs), providers, and community-based organizations, in order to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

This position will manage a Food Processing Plant Inspection Program that ensures compliance with State and federal laws, regulations and standards, in order to promote public health and to allow the free flow of Maryland food products into intrastate and interstate commerce. This position will also supervise Environmental Sanitarians who conduct on-site inspections of food processing plants within the State of Maryland. Finally, this position will manage the contracted Food and Drug Administration (FDA) Inspection Program.

This position will provide guidance to the OFP, as well as to LHD staff members, in regards to interpreting State and federal laws and regulations. As a member of the OFP, this position is an Emergency Responder and, therefore, will be subject to be called to respond to natural and man-made public health emergencies on any day, at any time necessary.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Health Specialists, under the licensing requirements for Environmental Health Specialists.

Experience: Six years of environmental health work experience in the promotion, control and maintenance of environmental health, two years of which must have involved direction of an environmental control project and/or supervision of positions performing environmental health work.

Notes: 

1. Candidates may substitute the possession of a Master’s degree in Public Health or Environmental Health Sciences from an accredited college or university for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a Commissioned Officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work, on a year-for-year basis, for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience conducting food safety regulation enforcement of retail, manufacturing, and/or processing facilities. He/she should also have professional experience with emergency response and/or preparedness, as well as experience inspecting food processing plants.

Additionally, the desired candidate should have experience working with State, local, and/or federal agencies, legislators, and/or managers of regulated industries. Finally, the desired candidate should have experience navigating, utilizing, and interpreting different types of databases and reports (i.e. lab results, inspection reports), along with experience communicating findings from such reports.    

The desired candidate should have knowledge of the federal and State organizational structure for food safety, as well as knowledge of food science and food industry operations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists. A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to the Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07. The Secretary of the Department of Budget and Management cannot accept any substitutions.
