Main Purpose of Job

This position is responsible for the oversight and enforcement of regulations of all licensed child placement agencies (CPA) and residential child care programs (RCC). The Program Manager is responsible for managing a unit of licensing coordinators. the Manager is responsible for assuring that effective compliance reviews and technical assistance is provided by the licensing coordinators to DHS/DHMH licensed private provider programs, in which DHS, DJS and MSDE place youth for supervision and treatment. Overseeing the effective enforcement of COMAR Regulations, standards, and policies is an integral part of the position.

POSITION DUTIES

Supervises the Licensing Specialists  who are licensed social work staff. Develops and implements office policies and procedures and conferences with staff. Responsible for all phases of application/licensure/monitoring processes; recommends administrative actions and prepares documents necessary to carry out such actions regarding non-compliant programs; reviews reports, corrective action plans and schedules, and completes plans and implements changes in processes as necessary based on State guidelines, directives, and/or changes in law and regulation.  Develops, coordinates, evaluates and ensures effective implementation of the licensing and monitoring and certification processes that incorporates performance-based standards aligned with COMAR, Department of Human Services (DHS) and the Social Services Administration (SSA) Departmental policy, standards and best practices for youth in DHS and Maryland Department of Health (MDH)licensed private provider programs. Coordinates and directly provides technical assistance to DHS licensed providers in both CPA and RCC programs to ensure that they consistently meet applicable regulations and standards and to promptly resolve and sustain identified deficiencies. Make recommendations to the Director and/or Deputy Director of Office of Licensing and Monitoring (OLM) regarding sanctions, enforcement activities, and all aspects of Licensing and Monitoring to ensure that policies and procedures are maintained, updated, organized and retrievable; and ensure that all applicable and/or mandated processes, regulations and laws are maintained for easy reference. Oversees the development and maintenance of data collection systems; extracts data to provide accurate information regarding regulatory and enforcement activities; monitor status of re-licensure and monitoring activities in the Program Manager spreadsheet. Ensures that licensing coordinators are reviewing and following up with private providers regarding data retrieved from the DHS/OLM Incident Reporting Database, and other databases pertinent to the care of youth in private provider programs and data analysis needed for Quality Assurance. Represents the Department at internal and external meetings Represents the Office of Licensing and Monitoring and DHS at meetings in the community to explain the function of the Office and to answer questions posed by the public.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Seven (7) years of professional experience in a social work capacity in a public or private agency or institution, five (5) years of which must have been in an administrative supervisory or consultative capacity.

1.  These requirements are established by the Social Services Administration by authority provided in Human Services, §4-204 the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Experience working in a human service agency.
  • Exceptional written and oral communication skills.
  • Demonstrated experience with time management, priority setting, and multitasking effectively.
  • Experience managing a team
  • Current Maryland social work license

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners. 2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
