Main Purpose of Job

This position is available within the Maryland Health Care Commission (MHCC) under the direction of the Director of the Center for Health Care Facilities Planning and Development. The main purpose of this position is to develop models for forecasting use or demand for health care services and facilities regulated by MHCC. These services include general acute care hospital services, general surgical services, cardiac surgery, organ transplantation surgery, acute rehabilitation services, home health care, hospice care, and other services. Other major responsibilities of the position include: providing data-related support for preparation of recommendations on health care facility projects regulated by MHCC; analyzing health care utilization trends, designing protocols for data analysis, preparing written and graphic interpretations of analytical findings, and providing technical support for existing survey projects.

The position requires: strong quantitative data analysis skills, including knowledge of descriptive and inferential statistics and regression modeling; experience conducting statistical, and economic analyses using statistical applications (primarily SAS) ; experience analyzing health facilities and services data; a basic understanding of the market for health care services and of health care financing and payment practices; the ability to communicate effectively both orally and in writing, especially with regard to analytical study design and the interpretation of analytical findings; and experience presenting statistical information. 

MINIMUM QUALIFICATIONS

A Bachelor’s degree and three years of experience analyzing and evaluating utilization of health care facilities and services or three years of experience forecasting demand for non-health care-related services and demonstration that your experience with forecasting is applicable to health care services.  A Master’s degree in Public Health, Public Policy, or a closely related field, may be substituted for two years of the required experience.  A Ph.D. is preferred.  Experience working with statistical applications software and excellent oral and written communication skills are required. Experience with SAS software is preferred.  Experience conducting research and producing written reports describing research findings based on analysis of large health care data bases is required.
