The Maryland Developmental Disabilities Council (Council), a dynamic, statewide public policy and advocacy organization, is hiring a Director of Grant Management & Reporting. The Director will join a small staff and work with a 30-member council and other partners to help advance the organization’s mission and improve policies, programs, and practices that impact the lives of Marylanders with developmental disabilities across the lifespan. POSITION DUTIES

The Director of Grant Management & Reporting serves as the Council’s subject matter expert related to grants and federal reporting. As such, the Director of Grant Management & Reporting directs and manages the administrative, fiscal, and program components of the Council’s grants activities, with $400,000-$500,000 in grants awarded annually. The Director of Grant Management & Reporting is the direct liaison for all grants and grantees. Grants address the organization’s priorities and serve as a significant and critical tool for supporting the Council’s mission to advance the inclusion of people with developmental disabilities in all facets of life.

The Director of Grant Management & Reporting also directs and manages, in compliance with federal and Council policies and procedures, all aspects of reporting to the Council and federal funder. This includes collecting and reporting on the extensive activities, outputs, and outcomes of Council staff activities and numerous grantees throughout the state. The Director of Grant Management & Reporting also coordinates and contributes to the development of the Council’s 5-year State Plan and other internal and external reports. Related to this, the Director oversees the Council’s evaluation plan. In addition, the position performs other duties that support and enhance the work of the Council.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Directs and manages all aspects of the Council’s grant activities, including the administrative, fiscal, program and evaluation components.

Manages the process for soliciting, reviewing, and awarding grants and contracts including development of Requests for Proposals, technical and programmatic review of proposals to ensure compliance, development of grantee budgets and work plans, and contract/award execution.

Works with prospective grantees. Monitors grants and provides technical assistance and training to grant applicants and recipients pre-and post-award.

Directs and manages, in compliance with federal and Council policies and procedures, all aspects of the Council’s reporting.

Oversees all staff and grantee activities related to reporting.  Coordinates, and contributes to, the preparation of the Council’s 5-year State Plan and State Plan amendments, which are submitted annually.

Manages, writes and contributes to, the preparation and submission of the Council’s annual Programmatic Performance Reports, along with other collateral material necessary for effective federal reporting.

This position requires close attention to detail, excellent interpersonal, organizational, analytical, and verbal/written communication skills.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.  

Experience: Five years of experience in administrative staff or professional work. Three (3) years of this experience must have involved leading initiatives or projects in the field of disabilities or a related field.  

1. Additional experience in administrative staff or professional work in the field of disabilities or related field may be substituted on a year-for-year basis for the required education.  

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.  

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Our preferred candidate will have 3 years’ experience in each of the following:

- Managing grant funded initiatives
- Ability to work independently on multiple projects and reports simultaneously
- Evaluating data and compiling findings in a written format using various computer programs
