The Maryland Department of Commerce is seeking qualified applicants for the senior –level position of Chief Operating Officer for the Division of Administration & Technology. This position reports to the Secretary of Commerce. 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Chief Operating Officer for the Department of Commerce has the overall responsibility for the day-to-day operational management, administrative, and financial functions of the agency's major administrative units, to include direct supervision of the Directors within each Unit; the Units include: Information Technology, Budget and Finance, Contracts and Procurement, General Services, and Human Resources. The incumbent will be the principal adviser to the Secretary as required on all administrative matters. This position also serves on the Governor’s statewide Customer Service Workgroup consisting of representatives from the Governor’s staff, the Governor’s Office of Performance Improvement, and customer service liaisons from all Coordinating Offices and Cabinet agencies to foster improvements in customer service across Maryland state agencies.

POSITION DUTIES

The position will contribute to the implementation of the Department's mission by providing the necessary planning, managerial, logistical and administrative support required for the fulfillment of Department goals and objectives; liaise, negotiate and coordinate with other offices and divisions of the Department with respect to administrative issues; responsible for the supervision, coordination, and evaluation of the senior management team in accordance with the organization's policies and applicable laws; establish sound policies, procedures, practices, standards and tools that are consistent with state policy and practice in order to ensure proper budget, accounting, financial, information technology, and human resources management and control. The individual will also perform special projects as directed by the Secretary. 

The selected employee will possess strong organizational, administrative, and analytical skills; good judgement, excellent interpersonal, written, and communication skills; ability to work with high level public and private sector officials and maintain effective working relationships; the ability to handle multiple, concurrent and high priority projects; familiar with strategic planning, oversight of logistical and support functions. Working knowledge and experience of State and Federal laws governing policies and procedures in subject areas cited. Proficiency with the Microsoft Office Suite Google Mail and/or other relevant software.   

Some statewide travel is required

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Business, Finance, Public administration or related field from an accredited college or university. 

Experience: At least 12 years of increasingly responsible professional experience in the subject areas cited. 
 
Three years of supervisory experience.

Note: Equivalent combination of education and experience is acceptable.

DESIRED OR PREFERRED QUALIFICATIONS

MBA degree from an accredited college or university.
