Annual Salary Range: $68,901 - $100,603 (with progression to $110,635)

Main Purpose of Job

This is a professional Management position responsible for providing leadership and support for programmatic fiscal, and budgetary accountability and technical assistance in the area of grant development, procurement, and contract administration.

POSITION DUTIES

Provides fiscal accountability and oversight  of State and federal allocations and budgets, Notice of Grant Awards (NOGAs), amendments, progress-financial reports, and sub-recipient monitoring. Provides technical assistance and support to grant specialists, program specialists, local school systems, and other entities; provides guidance regarding policies and procedures for funding services for students with disabilities; manages accountability for use of State and federal funds; participates in teams. Committees, and task forces and responds to inquiries regarding programmatic and fiscal accountability; collaborates with staff regarding fiscal information development and dissemination. Supervises implementation of sub-recipient monitoring with regard to statute and regulations.

MINIMUM QUALIFICATIONS

EDUCATION: Master’s Degree or 36 post-baccalaureate credit hours of coursework from an accredited college or university in Accounting, Finance, Business Administration, or a related area.

EXPERIENCE: Five years of professional experience with managing, designing, developing, and auditing financial control systems for multiple programs.

NOTE: Two (2) additional years of experience as defined above may be substituted for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the grants components and requirement standards for Early Childhood programs; knowledge State and federal regulations the govern audit standards with regard to IDEA, IDEA,NCLB, EDGAR, CCDBG, and head Start; knowledge of grant processes and compliance/non-compliances standards; knowledge of principles and practices of program finance, budgeting and administration; knowledge of grant acquisition methods, management strategies and processes;  skill implementing and managing complex multi-faceted program components; skill using information and assessing the impact of that information in order to make sound decisions in the absence of regulation and policy; skill in program oversight, service delivery and evaluation of program effectiveness; ability to interpret federal and State policies, regulations, laws, and procedures; ability to set priorities, plan achievable time frames, and efficiently delegate assignments to staff; ability to determine the need for change in priority setting and assignments; ability to maintain effective working relationships; ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
