Annual Salary Range: $60,514 - $78,859 (with progression to $97,159)

Main Purpose of Job

This is a professional position serving as the Child Care Deputy Chief responsible for supporting the regional child care offices in their efforts to manage all regulatory activity involved in the licensure of child care centers, the registration of family child care homes, the issuance of letters of compliance to certain religious child care programs, and the approval of nonpublic nursery schools.

POSITION DUTIES

Ensures that appropriate business and regulatory processes are used by the regional offices in the licensure of child care centers, the registration of family child care homes, the issuance of Letters of Compliance to certain religious programs, and the approval of nonpublic nursery schools; reviews, maintains and updates licensing regulations, policies, manuals, forms and other resource materials used by the licensing staff and child care providers; ensures that the Licensing Brach website is maintained and updated; supervises and evaluates performance of subordinates in order to positively communicate information to employees for ongoing performance management purposes by reviewing CCATS and ELIS reports and using PEP evaluation standards and forms; develops and implements procedures, as needed, for interagency collaboration with Local Government to ensure compliance with other agencies’ regulatory requirements; advocates for quality child care within the community by working with legislators, community leaders, and organizations on child care issues and developing plans for interaction to the mutual benefit of associated programs; develops and conducts Roundtables for child care centers and family child care providers designed to keep them informed of current regulatory policies and procedures.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36-post baccalaureate credit hours of course work in Education, Administration/Supervision, Early Childhood, Social Work or a closely related field.  

EXPERIENCE: Seven (7) years of professional administrative experience in management, administration and/or supervision of Child Care Licensing Programs.

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree.

SELECTIVE QUALIFICATIONS

One year of experience managing a child care licensing program.

Must be a Maryland State Department of Education Employee.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of procedures and practices that ensure safe and sanitary conditions at child care facilities, day care centers and family day care homes; knowledge of workforce planning and organizational structure; knowledge of the processes and statutory regulatory standards involved in licensing day care facilities; skill in implementing and monitoring program evaluations; ability to develop, initiate and interpret policies and procedures and present recommendations clearly and concisely; ability to exercise good judgment and discretion in making decisions and when evaluating educational credentials, certification requirements and criminal background investigations for staff in child care facilities; ability to establish and maintain effective working relationships with the public and staff; ability to communicate effectively; ability to speak and understand Spanish is preferred but not required.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
