Main Purpose of Job

This serves as the Bureau Chief, Foster Care for Infants, Toddlers & Latency Age Children. This position is responsible for the daily operations, program quality, program implementation and program and policy development for the agency's out of home placement program for infants, toddlers and latency-age children, the specialized adoptions unit and children placed under a Voluntary Placement Agreement. The position provides direct supervision to five MSW, LCSW-C supervisors who themselves supervise a total of 28.5 social workers. The position receives managerial supervision from the Assistant Director for Children's Services, interacts on a regular basis with other high level administrators within the agency; with counterparts and other Local Department of Social Services (LDSS); with program administrators at Department of Human Services(DHS)/Social Services Administration (SSA); with attorneys, judges and other personnel from the Juvenile Court; and with administrators in the Police Department, Health Department, State's Attorney's Office, the school system, and other agencies. This position is an essential component of the agency's mission to protect the vulnerable and provide a high quality professional service to needy families.

POSITION DUTIES

Manages and leads programs and new initiatives in order to improve efficiency, effectiveness and productivity in the delivery of services through process evaluation, maximizing resources. Manages and leads employee performance to assure that standards are met and to develop, evaluate, motivate and promote individual and departmental goal attainment. Manages and monitors all program specific funds to ensure appropriate utilization of funds for service delivery in accordance with federal, state, county, agency and other applicable policies, procedures and guidelines. Creates, maintains and strengthens relationships with internal and external stakeholders to endure that high quality services are delivered to customers in accordance with Child, Adult and Family Services Divisions strategic goals.

MINIMUM QUALIFICATIONS

Education: Masters Degree in a human services field to include Social Work, Criminal Justice, Education, Psychology, Counseling, or Nursing.

Experience:  Eight (8) years of experience providing services in cases involving at least one of the following: suspected child or adult abuse or neglect; out of home placement; guardianship; emergency protective order; adoption; or juvenile justice services. Five (5) years of the above experience must have been in an administrative, supervisory, or consultative capacity.

Notes: Candidates who have not already done so must complete an approved training program and pass a competency test. Employees are required to meet mandatory standards for continuing education as determined by the Department of Human Services.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

Licensed Clinical Social Worker (LCSW) or License Clinical Social Worker-Clinical (LCSW-C) in the State of Maryland.

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Baltimore County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
