Introduction

                                                                    

The Fiscal Services Manager (FSM) oversees all administrative operations supporting the Interagency Commission on School Construction (IAC) funding mechanisms.  The FSM is an individual who can multi-task; a well-organized professional who can prioritize and balance multiple deadlines with efficiency. A good communicator, supervisor and people person are key characteristics of the successful incumbent. This position supervises 3 fulltime professional staff whose responsibilities include, but not limited to, operational and capital budgets, fiscal controls, accounting transactions/reports, Financial Management Information System (FMIS), security access for financial applications, procurement, payroll, human resources, internal audits, and surplus school property transactions.  This position relates to the mission of the agency in that it administratively serves to support the programs that provide safe and healthy environments for all Maryland public school students, teachers, administrators, and support staff.

Main Purpose of Job

The Fiscal Services Manager oversees all administrative operations supporting the Interagency Commission on School Construction (IAC) funding mechanisms. 

POSITION DUTIES

Develops a fiscally sufficient budget for required staffing and other administrative resources to support the programmatic functions of the agency. Prepares for the Department of Budget and Management (DBM) the annual agency-operating budget using the Budget Analysis and Reporting System (BARS). Prepare written testimony on operational budget issues and participates in presentations to legislative bodies.   Inspects, analyzes and develops fiscal regulations, policies, and procedures governing capital projects. Creates operational and capital financial reporting mechanisms and analyzes the data to insure accurate and timely postings of all financial transactions. Oversees the maintenance and physical inventory of all operating supplies, furniture and equipment in order to insure compliance with inventory and fixed asset controls/reporting. Protect State investment in surplus school properties; administrates property transfer agreements. Develops tools and controls to ensure effective and efficient operations, the reliability of financial reporting, and compliance with applicable laws and regulations. Supports agency audits conducted by the Maryland Office of Legislative Audits. Functions as the liaison between the agency and the Office of Personal Services & Benefits in all matters related to human resource processes.  Develops and updates internal operating procedures for budgeting, personnel, procurement, auditing, inventory, fixed assets, and bond debt to establish policies and procedures.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree with 30 credit hours in Accounting and related courses; including or supplemented by 3 credit hours in Auditing; CPA is preferred.             

EXPERIENCE: Four years progressively responsible experience in accounting, finance, and/or auditing.  One year of experience with preparing and monitoring operational budgets, fiscal management, and/or performing financial / compliance audits of a state agency, grantee, business or other entity required.  One year of prior supervisory experience required.  

NOTES:

1.  Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA), Certified Internal Auditor, or a Master’s Degree in Business Administration, Finance, or Accounting for one year of the required experience.

2.  Applicants may substitute one year of professional accounting experience for one year of auditing experience.

3.  Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.
