POSITION DUTIES

This position is responsible for planning, coordinating, reporting, and directing the fiscal operations related to the Juvenile Services Education System. This position will serve as the lead fiscal manager of the Perkins, N & D, and Pass-through grant and as the Manager for General Funds/other grant funding.

Provides program and fiscal management recommendation to the assigned Assistant State Superintendents, Executive Directors, Directors, Managers and Administrators in accordance with existing laws, regulations, agency procedures, & available federal and State funding: oversees budget, accounting, procurement, position funding, audit and grants management aspects of educational programs’ performs fiscal analysis and develops reports to assist programs staff with strategic fiscal and programmatic decisions; reviews, corrects and approves accounting information for grant awards, requisitions, credit cards purchases and other transactions; prepares and authorizes journal entries to realign or correct expenditures; prepares and submits budget adjustments for approval and approves minor budget modifications for submissions to the MSDE Budget Branch; supports development of legislative fiscal estimates.

MINIMUM QUALIFICATIONS

Education: Master’s Degree from an accredited four year college or university

Experience: Three (3) years of experience in fiscal management working with professional budgets, accounting standards, procurement, funding, audit and grants management.  

Notes:

1. Two additional years of experience may be substituted for the Master's degree or 36 hours of equivalent post-baccalaureate course work.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  1. One-year of experience in Program Finance Administration
  2. Maryland State Budget Experience
  3. Masters in Accounting, Business Administration, Economics, Finance, or Public Administration.
