Main Purpose of Job

The main purpose of the Project Engineer/Architect II is to provide project management and project development services for MDH projects including agency capital, facility renewal, and agency operating construction and maintenance service projects. The position with the MDH Office of Facilities Management and Development (OFMD) is responsible for project development, site inspections, and management of agency projects and serves as a liaison to the Department of General Services for renovation and construction projects. Projects may include: new construction, demolition, renovation, and maintenance of office facilities, health care facilities, residential buildings, tenant fit-out, and educational facilities. Additional project responsibilities may include oversight and management of energy performance projects, building condition and facility assessment surveys, and public works infrastructure systems including: water or electrical distribution, sanitary waste, and storm water management projects that may affect the operations or budgeting for a facility. This position performs mission critical functions to support MDH in responding to emergency events at MDH facilities and on behalf of the State. Employees in this classification may supervise maintenance labor or skilled trade staff, but do not supervise other Agency Project Engineers/Architects or other staff. Employees receive general supervision from the Agency Project Engineer/Architect Supervisor or other designated officials.

This position also provides MDH and OFMD with expertise and assistance in the preparation of project programming and development of scopes of work for use in contracting AE services. Additional responsibilities may include cost estimating/budgeting, and the development of capital improvement program statements for multi-year large scale capital construction projects. Incumbents will assist in fulfilling legal requirements for Plans Review of construction documents for hospitals, comprehensive care, assisted living, adult medical day care, ambulatory care, and various other related facilities. This position will provide maintenance engineering and architectural design, and construction project management for numerous ongoing projects at MDH health care facilities located throughout the State and will provide MDH and the OFMD with engineering and architectural design expertise and preparation of scopes of work and contract documents for building and infrastructure projects. This position will also provide bidding, contract negotiation, and contract administration services for MDH.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: One year of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes: 1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:

  • Undergraduate Degree in Architecture, Engineering, Environmental Design, or Construction Management (or equivalent project management experience in construction industry)
  • Strong oral and written communication skills
  • Strong analytical and data analysis skills and the ability to manage multiple projects of varying size and scope
  • Experience with design and construction of institutional and healthcare facilities
  • Working knowledge of industry software including AutoCAD or similar 2D drafting programs
  • Working knowledge of Microsoft Office Suite and Google Suite
  • Contract administration and cost estimating experience
  • Working knowledge of current building codes including IBC, NFPA, FGI Guidelines for Design of Hospitals and Outpatient Facilities, Code of Maryland Regulations, and RS Means cost estimating resources

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
